Two directory levels above the web.xml there is a file CibDocumentServer.properties, in which different configuration settings are defined. The CibDocumentServer.properties are automatically read from there and overwrite the settings in the web.xml. Delete the CibDocumentServer.properties file or make the configuration settings there. If you store the properties in a different location, they must be in the application server's classpath. If you want to configure the CibDocumentServer.properties outside the directory structure of your application server, use the setting de.cib.docserv.ForwardConfigurationFilename to refer to your desired .properties file from the application server.
